The Village of East Troy is accepting applications to fill the full-time position of Director of Public Works and Utilities. Responsible for all aspects of the water utility, wastewater utility, and streets. Last employee retired after 45 years of service. The ideal candidate will have a minimum of 5 years supervisory experience with a municipal government, a DNR Grade 3 wastewater license, and a DNR water Grade 2 license. Description: Primary responsibility of the Resident Project Representative is to work on public works construction projects, assuring projects are being built according to the contracted terms. Work independently receiving only very broad, general supervision and works in conjunction with the Design Project Manager. Requires a fundamental understanding of contracts and familiarity with codes and laws governing construction. In addition to the job responsibilities of a Resident Project Representative, duties include writing and issuing field orders, initiating change proposals for design team review and approval, estimating cost of changes, negotiating costs with contractor and recommending acceptance to Project Manager. Sets own schedule and supervises and directs the activities of junior Resident Project Representatives, testing services and sub-consultants. Requirements: Typically requires 10+ years of related experience. Experience must include wastewater treatment facilities. Candidate should have field work and the ability to work with contractors. Description

The primary duties of the Water Section Manager includes planning and managing all aspects of municipal water systems planning, design and construction projects. Specific types of projects include water treatment facilities, pumping stations, storage reservoirs and a variety of pipeline related projects and master planning. Also responsible for the operations of the Water section including staff development, morale, quality control and marketing support. Additional duties include serving as the client manager, establishing client relations, marketing and contract solidification. Participates in reviews with various governing agencies for regulatory compliance. Conducts work sessions for design development and contract document preparation in conjunction with other staff. Is responsible to coordinate workload through the entire project development to complete documents on schedule. Is responsible to track the financial aspects of the projects, and coordinates and adjusts the work effort with the team to ensure that the work is completed on budget within the parameters of the agreed to schedule. Works with the Business/Accounting Manager or Project Controller and the Department Manager for project reviews and with company management on an as needed basis. Requirements

BS Civil or Environmental Engineering. MS Preferred Professional registration 10+ years managing municipal water systems, projects, budgets, project teams. Experience and contacts in the Midwest is highly preferred. Experience with staff management and development of multidisciplinary teams a must.


This position requires a valid driver's license and compliance with HDR's vehicle policy.
